Trade-off Land Use Game


Trade-off is an engagement game for players to understand the rules and procedures of how a development goes through the entitlement process in the City of Los Angeles.

In the entitlement process, developers must obtain public approval for a project that does not comply with the existing zoning code.

The game re-frames the issues about changes in the process, empowering citizens to learn about the opportunities, and consequences of citizen participation in a land use decision.



The game is in its 3rd iteration. Data, documentation is collected on a selected neighborhood, mapping the power and interest relations between stakeholders. Parameters are given to simplify the complex reality of the process into a set of game rules and constraints.
